XRechnung Guide: Germany's E-Invoice Standard Explained
XRechnung is Germany's official standard for electronic invoicing, primarily used for billing public sector entities at the federal, state, and municipal levels. As a pure XML format, XRechnung is designed entirely for machine-to-machine communication, meaning there is no visual PDF component. Since November 2020, all suppliers invoicing German federal authorities have been required to submit their invoices as XRechnungen, and most German states have adopted similar mandates. With the Wachstumschancengesetz paving the way for mandatory B2B e-invoicing, XRechnung is set to become even more relevant for businesses of all sizes across Germany.
At its core, XRechnung implements the European Norm EN 16931, which defines a semantic data model for electronic invoices throughout the European Union. The format uses either UBL (Universal Business Language) or CII (Cross Industry Invoice) XML syntax, with clearly defined fields for all required invoice data. This includes seller and buyer information, invoice number and date, line items with quantities and prices, tax breakdowns, payment terms, and banking details. A key element specific to XRechnung when invoicing public authorities is the Leitweg-ID, a routing identifier assigned to each government entity that ensures the invoice reaches the correct recipient through platforms like the Zentrale Rechnungseingangsplattform (ZRE) or OZG-RE.
Creating a valid XRechnung requires strict adherence to the format specification and its business rules. Every mandatory field must be populated correctly, tax calculations must be precise, and the XML structure must pass validation against the official KoSIT (Koordinierungsstelle fuer IT-Standards) schematron rules. Common rejection reasons include missing or incorrect Leitweg-IDs, invalid tax category codes, mathematical errors in line item totals, and missing buyer or seller references. The KoSIT provides an open-source validator tool that checks XRechnung files against all syntax and business rules before submission, and using it before sending invoices is strongly recommended.
